Court Appointed Special Advocates
A safe, permanent home isn't
something a child should only dream about. Almost half a million children
in the United States live in foster care, meant to be a temporary haven. They
have been removed from their homes, not because they did anything wrong, but
because they've been abused or neglected. It's frightening and confusing for
these children to suddenly find themselves in the complex world of social
workers, attorneys and judges, people who have the power to decide where they
will live and whether they will go home or be freed for adoption. Sometimes,
these children can spend years in foster care, waiting for those decisions
to be made. With overburdened caseloads, a social worker may not have the
time to give the thorough attention these children deserve. They may simply
not have the time to listen.
One judge had an idea to
help these children find a way into safe, permanent homes more quickly. His
idea was CASA -- Court Appointed Special Advocates -- trained volunteers
who would be appointed by a judge to speak up for the best interests of a
child. Now, there are approximately 42,400 CASA volunteers helping abused
and neglected children all across the country. But 3/4 of the children who
need a CASA don't have one. You can help those girls and boys have a voice
in court, and a chance at a future.

children. The residential program, Jasper Mountain Center, began accepting abused children in 1982. SCAR, with the specific focus of preventing
abuse through community education and training, began in 1983. In response
to community needs, an outpatient mental health program began serving children
and their families in 1984. Jasper Mountain Schools has provided on-site schooling
for children in residence since 1989 and has become a valuable community

OR-District Court Cases
Child custody and parenting time decisions made by the court must be
based on the best interests of the child.
Most Oregon counties (including Multnomah and Clackamas) require the parents
to participate in mediation before a court will make a final decision
Oregon requires the parents to complete a parenting class that is offered in
the county where the case has been filed.
Oregon courts will encourage each parent to have as much parenting time as
possible. Exceptions can be when extraordinary circumstances affect parenting
skills.
Oregon courts will generally approve custody and parenting time agreements
made by a family. The goal is to develop a parenting plan that
accounts for both parent's work schedules, children's activities, and other
critical factors.
It is policy in Oregon to encourage parents to share the rights as well as
the responsibilities of rearing joint children after the family has been
divided. As a mother herself, Stephanie understands and empathizes with

child and will help you balance your child’s needs with the court expectations
and decisions.
