When it comes to securing financial support for children, New Hampshire does
what it takes. It's a real team effort by the state, law enforcement, citizens
and the media in locating non supporting parents. Time and time again members
of the public who have seen these posters have provided critical information
that has led to the location of non supporting parents and the procurement
of support for New Hampshire children. This year's ten most wanted parents
owe a total of $311,000 in child support. Arrest warrants have been issued
for each parent. The five previous "Most Wanted" posters have resulted in
the successful location of 44 out of the 47 parents listed. Thirty-five were
arrested and prosecuted for non payment of child support. Twenty were incarcerated.
The state has collected over $400,000 in child support through the poster
program since its inception in 1992. The state procures child support through
several means including monthly billing or wage assignment, intercepting
federal tax refunds, garnishing unemployment compensation benefits, attaching
property liens, intercepting lottery prizes, taking non-supporting parents
to court and/or revoking drivers' occupational and sporting licenses.

The Temporary Assistance to Needy Families (TANF) Program replaces the AFDC,
JOBS and Emergency Assistance Programs. It provides financial assistance
in the form of semi-monthly payments to needy families with children under
18 (or children who are age 18 or 19 and full-time students in high school
or equivalent), if the children are deprived of parental support and care
due to death, absence, incapacity or unemployment of the principal wage earner.
Eligibility for TANF also depends on a family's income, expenses, and resources.

Legal Help for the Poor
New Hampshire Bar Association, Pro Bono Referral System
Most communities are served by one or more legal services program offices.
These programs exist to provide free legal services in civil (not criminal)
cases to individuals who have little or no income. Services are provided
by staff lawyers and paralegals who have expertise with those types of cases
most commonly encountered by individuals living below or near the poverty
level. Eligibility for service is determined, in part, by income guidelines.
For example, to be eligible a household of one would need to have an adjusted
gross income less than $9,338 and a household of four an adjusted gross income
of less than $18,938. Because of the high demand for services, and limited
staff resources, legal services programs cannot serve everyone who needs
assistance. Programs are only able to accept a limited number and type of
